The just released 12th Five Year Plan outline clearly proposes to develop high-capacity, high-efficiency, long-distance advanced transmission technologies such as ultra-high voltage. Due to the controversy surrounding the construction of ultra-high voltage in the academic community, this move not only marks the elevation of ultra-high voltage construction to a national strategy, but also fully clarifies the expectations for ultra-high voltage construction. This has given the capital market, which is concerned about investment opportunities in ultra-high voltage, a "reassurance pill". State Grid Corporation of China will actively strive to obtain approval for a total of seven ultra-high voltage transmission lines within this year.
Ultra high voltage rises to a national strategy
The outline clearly proposes to adapt to the requirements of large-scale cross regional power transmission and new energy generation grid connection, accelerate the construction of modern power grid system, further expand the scale of West East power transmission, improve the regional backbone power grid, and develop advanced transmission technologies such as ultra-high voltage with large capacity, high efficiency, and long distance.
The outline also specifically points out in the field of power grid: accelerate the construction of large-scale coal-fired, hydroelectric and wind power base external power transmission projects, form several cross regional transmission channels using advanced ultra-high voltage technology, and build 200000 kilometers of 330 kV and above transmission lines.
A person from State Grid Corporation of China told our reporter, "The inclusion of the 12th Five Year Plan has elevated its significance to a national strategy, which will create a better external environment for the next step of work. We are also actively promoting it. In the past year or two, there have been signs of power shortage in the eastern region. From the perspective of ensuring power supply and improving energy efficiency, the construction of ultra-high voltage is particularly urgent ”
Bai Jianhua, Deputy Chief Economist of State Grid Energy Research Institute, stated in an interview with our reporter that this marks a national determination to develop ultra-high voltage! This is a very good start, but it still needs to be implemented in the planning. If we don't take the road of ultra-high voltage, many things will enter a dead end. In his opinion, if the coal base continues to focus on coal transportation outside, it will fall into many problems: insufficient railway coal transportation capacity, excessive road transportation pressure, and too much environmental pressure on the user end. Moreover, major power generation companies are facing severe losses in coal-fired power generation. Accelerating the development of ultra-high voltage can indirectly solve the problem of skyrocketing coal prices caused by intermediate links.
In addition, after the construction of the ultra-high voltage transmission lines in several major coal-fired power bases in the northwest, there is no need to separately build transmission channels for wind power. For example, Xinjiang has both coal and wind power, Inner Mongolia is the same, and Jiuquan in Gansu has both wind power, so it can also use coal from Xinjiang and Outer Mongolia to build thermal power plants. Therefore, it can kill two birds with one stone. "Bai Jianhua said," If a separate wind power transmission channel is built, we calculate that it will cost more than 80 cents per kilowatt hour to deliver to the East China power grid, which is too high in cost ”
