In order to thoroughly implement the strategic deployment of the Central Committee of the Communist Party of China and the State Council on building a strong manufacturing country, actively innovate and explore new models of standardization work, dynamically improve and coordinate the construction of the standard system, accelerate the formulation of key urgently needed standards in key areas, strengthen the coordination of international standards and regulations and industrial cooperation, the Equipment Industry Department of the Ministry of Industry and Information Technology has organized the National Automobile Standardization Committee to formulate the key points of standardization work for intelligent connected vehicles in 2019. The main content is as follows:
1、 Implement the guidelines for standard system construction and dynamically improve the standard system
1. Implement the "Guidelines for the Construction of the National Connected Vehicle Industry Standard System (Intelligent Connected Vehicles)", accelerate the development of basic universal and industry urgently needed standards, strengthen research and experimental verification of key technologies for standards, timely carry out standard promotion and implementation, and ensure the orderly progress of various standard projects.
2. Conduct a summary and performance evaluation of the standard system construction work, timely summarize the achievements, experiences, and problems of the standard system construction, continuously optimize and improve the standard system, adjust the priority and work arrangement of standard projects in a timely manner, and ensure that the standard system construction continues to support industrial development.
3. Effectively implement the "C-V2X Standard Cooperation Framework Agreement", study and formulate relevant standards for the automotive communication application layer in accordance with the principles of "friendly cooperation, professional division of labor, complementary advantages, and collaborative promotion", cooperate in the formulation of relevant standards for road infrastructure, intelligent traffic management platforms, and jointly promote the construction of the vehicle networking standard system.
2、 In the field of system layout technology, accelerate the revision of key standards
1. Steadily promote the development of advanced driver assistance systems (ADAS) standards. Complete the development of standards for automatic emergency braking (AEB) and electronic stability control (ESC) systems for passenger and commercial vehicles, organize the research and development of advanced driving assistance system terminology and definitions, blind spot monitoring, lane keeping assistance, and other standards, actively promote the establishment of standards for panoramic image monitoring, night vision systems, signal priority, and comprehensively advance the pre research work for automatic control system standards such as full speed adaptive cruise control, traffic congestion assistance control, and automatic emergency steering.
2. Fully carry out the development of standards related to autonomous driving. Complete the development of basic general standards such as driving automation classification, organize the establishment of standards for testing methods and requirements of autonomous driving functions under specific conditions, initiate the pre research of urgently needed industry standards such as autonomous driving data recording, driver takeover ability recognition, and driving task takeover, actively organize the testing and verification of important standards such as commercial vehicle queue following, and organize the preparation of guidance documents such as intelligent connected vehicle function and performance evaluation guidelines.
3. Orderly promote the formulation of automotive information security standards. Complete the development of basic general and industry urgently needed standards for automotive information security, in vehicle gateway, information exchange system, remote management and service of electric vehicles, electric vehicle charging, etc. Research and propose application standards for automotive software upgrades, information security risk assessments, etc. Systematically conduct research on the testing and evaluation system for automotive vehicle and component information security, and initiate planning and pre research on the standard system for in vehicle hardware environment and operating system.
4. Collaborate to develop standards related to automotive networking. Complete the formulation of methodology standards for connected vehicles, promote the establishment of technical requirements for wireless communication application layer and information interaction system of intelligent connected vehicles, initiate pre research on application standards for intersection collision warning systems, complete research projects on communication requirements for intelligent connected vehicles and high-precision map standardization requirements for autonomous driving, and propose project proposals for infrastructure and service standards related to intelligent connected vehicles.
